Alt+F9 or you can go to window on the top of the program and select actions there

in your tab bar click on window>history>action.

I don’t know about PS CS4… but in my version of photoshop (CS), the action pallette can be found by clicking on window [[on the top bar of photoshop where you can find 'files' 'edit' and things like that]]
actions should be in the drop down menu.
or you can press alt+f4
