My computer came with Windows journal. It is pretty cool, it has everything from templates for notebook paper to templates that you can compose your own music on. I use it to take my notes in class. I also have a program that records what you say and types it, and I have it linked to the journal. It really does cut a lot of time out of having to copy down notes. I do not know if Windows Journal is free or not because it came already installed on my computer.

Open Canvas is really good.
I just downloaded GIMP and it seems promising so far, you might want to check that one out too.
There are a lot of good (free) programs out there, it just depends really what you want the program to do: sketch, paint, color, animate, etc…

I use the GIMP and Inkscape for pretty much all of my illustrations. I’ve got a tx2500 tablet notebook that they work wonderfully with…I’ve tried Photoshop in the past and never really cared much for it tbh.
