   yes

   Open your photo and make a new image that shares teh same properties (Size & resolution)

   Make a new layer on your new image. fill this layer with black

   Select your entire photo and use teh feather option under the selection menu. Experiment with different sizes. Copy the selected picture

   select the new item and paste your picture into the new item. The edges should feather nicely to whatever color you placed on the first layer

   Is this the best and/or only way to do this? Probably not but it was the easiest one to articulate

   what you may want to try and do is use gradient instead,
   on new layer,
   if round use radial, on new layer
   if square, use linear for each side on new layers,

   feathering… is annoyance…when steps left out,
   you need to select area to be kept clear,
   you need to inverse select area to be white out,
   select pixels to be feathered 20~30…
   then use paint bucket at center,
   …

   select/feather/ then adjust to your likeing… cntrl X to feather. or you can make a larger canvas thanthe soze of the image… use ctrl T to put handles on the original image, asjudt to your sixe. OK that and seclect all with feather of 10, do cntrl x to finish.

   EASY: IN THE VERTICAL TOOL BOX CHOOSE ONE ICON OF THREE IN SAME LINE SPONGE / SEMI CLOSED HAND / WAND-MATCH THE HAND IS THE BURN TOOL.

   SELECT THE BURN TOOL VALUES (TOOL WINDOW OR SMALLER WINDOWS ABOVE:

   THE “PAINTING SIZE, DEGREE OF TRANSPARENCY AND INTENSITY OF BURN AND YOU WILL DARKEN OR LIGHTEN (MATCH-WAND) ANY SPOT OR AREAS YOU WISH EXACTLY AS MUCH AS YOU WISH.

   Hi

   I am not sure i can answer in simple dum dum terms as you have to know a little bit about photoshop to follow but ill try…

   Ok.. first make sure your photo is a layer instead of background. Theres different ways but try this click your photo once to make sure its selected. then push ctrl+ a to select the whole photo. you should have a little dotted line around your photo now. Then choose your rectangular marquee tool you will see 4 little blocks at the top of the page and choose the subtract from selection block. Now draw a rectangle in the photo leaving the size you want the border. So now you have 2 dotted lines whatever thickness you want the border. You can set the feathering at the top as well. Feathering is the softnes of the edge. you should see a little tool in your pannel that looks like a pin with a round head, click and hold your mouse on that and 3 settings will pop up. Dodge is to lighten. Burn is to darken and sponge is to roughen. choose the burn tool a big brush and draw inbetween your 2 selections around the edge till its dark enough… you can just use the burn tool without doing the selections first but then you have to have a very steady hand the selection keeps you in the edges.    1-after opening the pic in photoshop,click on the layer name”background”,then OK,this will change its name to “layer0″.
   2-open the rectangular marquee tool,choose a random feather value, like 30
   3-draw a selection smaller than the pic borders
   4-click ctrl+shift+i to invert the selection.
   5-open the image menu and choose”adjustment”> level
   6-slide the central handle to the wanted darkness
   7-not satisfied?go back in “history”pallet, and change the feathering value,or the marquee size
   8- further,you can add more black to the borders,by the burn tool or by adding a new layer of black feather border in the same way

   what I would do is click on the paint brush and at the top there will be details you can click on like the thickness and the texture so adjust that
   click the color you want on the right
   then change the opacity to a lower number and try it
   you can undo or “step back” if you don’t like it and adjust the opacity, color, width, or texture
   thats what I’ve done in the past
   check the manual if your still confused
